"Sports Whip Association Japan” Rules for "Sports Whip" Game and Code of Conducts

Article 1. Purpose
Purpose of the Rule is to be fair for the game and to keep accurate records of the game, as well as to support variety of people for their easy entry to the "Sports Whip" game
and to contribute to the increase of "Sports- Whip-Loving" population.


Article 2. Scope of the Rule
This Rules for the "Sports Whip" games is applied to the Sports Whip Competition, organized and managed by "Sports Whip Association Japan ".

Article 3. Clothing and Equipments
There is no uniform wear in "Sports Whipping", however, players are recommended to choose the clothes, which will not restrict the action for play, and which looks neat and tidy. Players can use goggles, earpads, earplugs...etc at their own convenience, however, the Referee hold the right to judge if such equipments are appropriate for the "Sports Whipping" game, and Referee gives instructions to the players.
If the players insist on using such items that the Referee judges are not appropriate for the games or competitions,
the players are withdrawn from the games or competitions.
Players has to observe the instruction from the Referee.

For Cracking Whip game, players are not allowed to use whips or to wear items that make noise or sounds.

Dangerous items, such as knives, model guns...etc are prohibited in the Association.
Those who carry such dangerous items are immediately disqualified and withdrawn from the Association.


Article 4. Game Categories

Clause 1. Category of "Sports Whip" Game


There are three categories of game in "Sports Whip".

a) Target Whip
b) Cracking Whip
c) Free Whip

Each category has some types of games under them.



Clause 2. Class and Category of Games

Each "Sports Whip" game and the Competitions will be made under the Class below:

Kids Class : Players at the age of three (3) to six (6)
Junior Class : Players at the age of six (6) to twelve (12) ( primary school students)
Senior Class : Players over thirteen (13) years old ( from Junior high school students )
Semi Professional Class : Players over thirteen (13) years old (players who won the championship more than 3 times)

There is second category under the Class with a distance to the whipping target.
Each Class has different trial numbers and trial time in the game.
Distances and trial categories are provided as under :


a) Target Whip Game

Shooting Cups : Time trial to whip down the four (4) cups at each distance.

Kids Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Junior Class : four (4) feet / six (6) feet / ten(10) feet / twelve (12) feet / more then twelve (12) feet
Senior Class : six (6) feet / eight (8) feet / ten(10) feet / twelve (12) feet / fourteen (14) feet / more then fourteen (14) feet
Semi professional Class : eight (8) feet / twelve(12) feet / fourteen (14) feet / sixteen (16) feet / eighteen (18) feet / more then eighteen (18) feet

Trials and Trial time

Kids Class : three(3) times / maximum playing time is five (5) minutes
Junior Class : three(3) times / maximum playing time is four (4) minutes
Senior Class : two (2) times / maximum playing time is three (3) minutes
Semi Professional Class : two (2) times / maximum playing time is three (3) minutes



Open Crack : Whip the target in-between the triangle board.

Kids Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Junior Class : four (4) feet / six (6) feet / ten(10) feet / twelve (12) feet / more then twelve (12) feet
Senior Class : six (6) feet / eight (8) feet / ten(10) feet / twelve (12) feet / fourteen (14) feet / more then fourteen (14) feet
Semi professional Class : eight (8) feet / twelve(12) feet / fourteen (14) feet / sixteen (16) feet / eighteen (18) feet / more then eighteen (18) feet

Trials and Trial time

Kids Class : three(3) times / maximum playing time is two (2) minutes
Junior Class : three(3) times / maximum playing time is one and half (1.5) minutes
Senior Class : two (2) times / maximum playing time is one (1) minutes
Semi Professional Class : two (2) times / maximum playing time is one (1) minutes



b) Cracking Whip Game

Single Cracking : Time trial for numbers of cracking with one-hand whipping

Kids Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Junior Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Senior Class : four (4) feet / six (6) feet / eight (8) feet / ten (10) feet / more then ten (10) feet
Semi Professional Class : four (4) feet / six (6) feet / eight (8) feet / ten (10) feet / more then ten (10) feet


Trial and Trial time

Trial : once
Trial TIme : one (1) minute


Double Cracking : Time trial for numbers of cracking with two-hands whipping


Kids Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Junior Class : four (4) feet / six (6) feet / eight (8) feet / more then eight (8) feet
Senior Class : four (4) feet / six (6) feet / eight (8) feet / ten (10) feet / more then ten (10) feet
Semi Professional Class : four (4) feet / six (6) feet / eight (8) feet / ten (10) feet / more then ten (10) feet


Trial and Trial time

Trial : once
Trial TIme : one (1) minute




c) Free Whip Game

Free Whip Game is not officially nominated and authorized by "Sports Whip Association Japan” .
Trial record will not be kept at the Association.



Clause 3. Measurement method of Distance Category

Measurement method for Target Whip Game is from end-grip to neck of the fall of the whip.
Measurement method for Cracking Whip Game is from end-grip to top of the fall of the whip.




Clause 4. Ages and Winning Record

Ages applied for the Class category means the exact age on the day of the game and the competition.
Winning Record applied for Senior Class and Semi Professional Class means the numbers of winning record at the competitions
officially managed and organized by "Sports Whip Association Japan” .

Winning Record at Kids Class and Junior Class can be counted as qualification record for Semi Professional Class,
however, such Winning Record are not counted as qualification for Senior Class.





Article 5. Equipments

Players are recommended to use authorized equipments by the Association for the purpose of keeping fairness at the competition.
However, players can use any equipments subject to prior application and approval by the Association before the competition.
Players has to put an authorized "approval tag" on the equipments after getting approval by the Association.
Players who use authorized equipments by the Association are exempted from the inspection made by the Association on the day of competition.

Players lose the entry title to the competition if they use non-authorized or non-approved equipments or if they do not put an "approval tag" on their equipments.
When Referee found the players using non-authorized or non-approved equipments, the player's score will be void.

"Authorized equipments" means the equipments that covers below Official Criteria made by the Association.
Standard for inspection by the Association on the day of competition does not mean this Official Criteria made by the Association.


Clause 1. Whips

1. Outside of whips has to be fully covered by woven leather. This standard is not applied for handle part of the whip.

2. It is prohibited to use such material for core of the whip that is to make whip stronger than original function.

3. It is prohibited to use decorations between keeper to top of the whip. This standard is not applied for colors.

4. It is prohibited to use rivets, rings, needles, wires, pipes for tong, fall, cracker of the whip.
Wires for core of the whip can be used, however, it is subject to inspection by the Association.


5. Whips have to have function for games.
Whips which do not work for games will not be approved by the Association.

6. Whip whose keeper of the handle has been specially woven for better bending can be used for Cracking Whip Game,
however, it cannot be used for Target Whip Game.

7. Following types of whip are not authorized or approved by the Association.
 Bull Whip which has over 35cm length from grip-end to keeper or bending point.
 Stock Whip which has over 50cm length from grip-end to keeper.  Snake Whip which has over 35cm length from grip-end to bending point.  
 Whips which has longer fall compare to the length of tong.  Whips which is not made properly.  Whips which has some mechanical things in its body.
 Whips which has unnecessary function for playing games.  Whips which make a sound without making cracking.
 Whips which has an equipment for a sound, such like whistle.


8. It is prohibited to put an over 15mm height accessary, such like a rivet, on the grip-end, handle, keepr.
It is also prohibited to put an swinging accessory, such like a chain, ring, on the grip-end.
It is necessary for players to get an approval by the Association, if players would like to put such accessories on whips.



Clause 2. Gloves and Protector


1. Players can use gloves and protectors to avoid slipping whip out from its hand or to avoid unexpected accident.
However, such gloves and protectors has to accommodate with game rules.
When Referee judges such gloves and protectors is not appropriate for games, players has to follow the Referee's instructions or
players has to exit from the game.


Clause 3. Target
1. Target for Shooting Cup game shall be made of steel or stainless steel and shall be authorized by the Association.

2. Target for Open Crack game shall be made of styrene or paper and shall be authorized by the Association.



Clause 4. Stand1. Stand for Shooting Cup Game shall be a sectional stand.
2. Stand for Open Crack Game shall be a sectional stand or fixed stand that width can be adjustable.



Article 6. Playing Fields
1. Playing Field shall be a safe area for the games and shall have a conditions to be fair for all players.
If it becomes an outdoor game, weather conditions such as wind, temperature will be counted as pre-condition
and as a part of the game.
2. Target and Start Line shall be set strictly in accordance with the game rules, mentioned in Clause 2. Article 4.
Waiting Line for next players has to be set where is safe from acting players whipping action.
3. Each Playing Filed shall be named or marked accordingly.
4. Start Lines shall be marked with line tapes for each Class.
5. Score board shall be put in the Playing Field.



Article 7. Competition

Clause 1. Qualification for the competition.The Competition will be held for the members of "Sports Whip Association Japan” .
Clause 2. Registration
Participants to the competition have to apply to the Competition Committee and have to complete its prior registration.

Clause 3. Selection
Selection will be made if numbers of applicants for the competition become larger than the registration limit.
Method for the selection will be arranged by he Competition Committee in a fair manner for all the applicants.


Article 8. Referee
The Competition Committee appoints and authorizes the Referees for the competition.



Article 9. Rule and Procedure of the Competition
Clause 1. Code of conducts
Players have to strictly follow the code of conducts in "Sports Whip Association Japan” during the games in the competitions.

Clause 2. Procedure of the game
Procedure of the competition is provided here as under.

1. Procedure in Target Whip Game
Each player's trials are recorded in accordance with the rules, mentioned in Clause 2. Article 4.

Players have to submit the whip for the game to the Referees and to be ready for the game at file ( 5 ) minutes before the starting time.

If a player is not ready for the game at file ( 5 ) minutes before the starting time,
the player loses the entry title for he game.
Such player is able to apply to the Referee for re-entry for the game, however, the entry is subject to the Referee's approval.
The player who has got approval by the Referee is able to enter into the game as a last player .
If such player cannot be ready for the game again, without prior notice to the Referee,
the player loses all entry titles for all the game in the competition.

Players have to wait for the Referee's sign for start.
Players have to keep the hands and whip down low before the Referee's sigh for start.
Players have to play strictly within the given time for the game.
If players intentionally take action before or after the given time for the game, all score will not be recorded.
Players are allowed to use only one whip for each game, as principle, however, it is allowed to use spare whip
when the players' whip has got a troubles for proceeding the game.

2. Procedure in Cracking Whip Game
Each player's trials are recorded in accordance with the rules, mentioned in Clause 2. Article 4.

Trial time is same for all Classes.
Players have to strictly follow the Referee's signs for start and finish.

Players have to submit the whip for the game to the Referees and the whip has to be inspected by the Referees.
Players have to be ready for the game at file ( 5 ) minutes before the starting time.
If a player is not ready for the game at file ( 5 ) minutes before the starting time,
the player loses the entry title for he game.
Such player is able to apply to the Referee for re-entry for the game, however, the entry is subject to the Referee's approval.
The player who has got approval by the Referee is able to enter into the game as a last player .
If such player cannot be ready for the game again, without prior notice to the Referee,
the player loses all entry titles for all the game in the competition.
Players have to wait for the Referee's sign for start.

3. Referee's Sign

"Stand by" : Five (5) minutes before the game

"Check" : Inspection of the whip

"Setting" : Five (5) minutes preparation time in the Playing Field.
Players are allowed to make try-whipping.

"Wait" : Players have to hold all actions.

"Ready" : Players has to be ready for the game

"Go" : Start of the game and recording.


4.Trial


Players have to submit the whip to the Referee(s) for inspection during "Setting" period.
Upon finishing the Referee(s)' inspection, Players are allowed to make try-whipping during the time for "Setting".
Players have to pay attention to the safety of all audiences around the player.

5. Start of the Game

Players have to hold all actions and keep the hands and whip down low when Referee call a "Wait" sign.
Players can start the game when the Referee call a "Go" sign.

6. Method for Score Keeping
Shooting Cups : Score is counted at each trial round.
The Referee(s) keep the score on the score board and Player double check the score.If all trials become fouls, no score will be kept. 
If a player hits the stand and cups fall down, players can continue the trial but thirty (30) seconds penalty will be added on the score. If a player hits the stand and stand and cups fall down, players can continue the trial but sixty (60) seconds penalty will be added on the score.If a player plays beyond the start line and hits the cups, players can continue the trial but sixty (60) seconds penalty will be added on the score
for each time.


Open CrackScore is counted at each trial round. The Referee(s) keep the score on the score board and Player double check the score.If all trials become fouls, the player's previous trial score will be kept as highest score and the player lose the entry title for the next round.If a player hits the stand and the target falls down or the stand falls down, the trial round is recorded as a foul.
If a player plays beyond the start line and hits the target, the trial round is recorded as a foul.

Single CrackingPlayers are allowed to use only one whip.Two Referees count Players' trial score and the average score will be recorded.
Decimal score will be rounded down.
Referee keep the score on the score board and Player double check the score. If the fall and cracker of the whip breaks and Players stop the trial, the score until the player ceases the trial will be recorded.Players can use only single hand for whipping but are allowed to exchange hands for whipping.
If Player drop the whip, no score will be recorded.Players have to keep silence and to avoid making unnecessary noises not to disturb Referee's counting.

Double CrackingPlayers use two whips. Two Referees count Players' trial score and the average score will be recorded.
Decimal score will be rounded down.Referee keep the score on the score board and Player double check the score.
If the fall and cracker of the whip breaks and Players stop the trial, the score until the player ceases the trial will be recorded.If player drop either or both of the whips, no score will be recorded. Players have to keep silence and to avoid making unnecessary noises not to disturb Referee's counting.

7. Reconfirmation of the Players' Score and RankingThe Referee makes signature to reconfirm Payers' score, and the Referee submit the records to
the Chief of Competition Committee.
The Chief of Competition Committee authorize the records, and announce the ranking of the competition.If there are some Players with same scores, those players will be ranked as same ranking.
This rule is not applied for Free Whip Game.

8. ObjectionObjections on the players qualification for the competition and on the procedure of the competition
shall be evaluated by the Chief of Competition Committee.Objections on the scoring method shall be evaluated by the Referee and by the Chief of Competition Committee.If there are any objections which Referees and the Chief of Competition Committee are not able to handle,
such objections shall be evaluated by the Association.
8.Disqualification in the competition
Players are disqualified for the competition if they commit following behaviors.When Referee(s) judge the players intentionally break the rule of the game.When Referee(s) judge the players acts and behaviors are dangerous.When Referee(s) judge the players acts and behaviors are lacking in social manners.When Referee(s) judge the players acts and behaviors disturb the proceeding of the competition.When Referee(s) judge the players make prohibited acts and behaviors in the competition.



Article 10. Prohibited Act in the Association

Following acts and behaviors are prohibited in "Sports Whip Association Japan” .
Those members who committed following acts and behaviors are disqualified
as a member of "Sports Whip Association Japan” and the memberships are
immediately withdrawn and to be void.To disturb order of the Association. To neglect Referee's instruction and warning.To use wrong information for registration to the Association.All acts and behaviors that are illegal under the law of Japan.
Any profit-making activities or participation in the competition for such purpose without permission by the Association.Inducement to any religious parties or to any business-related-parties.


Article 11. Appendix
"Sports Whip Association Japan” collaborate with other Associations and hold the competition together.
(Lariat, Horse riding, Cheer Leading..etc)
"Sports Whip Association Japan” hold the start-up game for audience or beginners at each competition
to introduce "Sports Whip" to public.

Article 12. Special Term for Kids Class and Junior Class Clause 1. Members of Kids Class and Junior Class
Members for Kids Class are from three (3) years old male and female until people before entering primary school.

Members for Junior Class are male and female who are in primary school.
Junior high school students are classified as member of Senior Class.
Clause 2. Special Instruction for Kids Class and Junior Class members
Parents attendance is compulsory.
Players are now allowed to make entry to the games and competitions if the parents do not attend to the players.
Deputy of the player's parents has to apply for the Competition Committee.

Referee(s) hold the right to withdraw the players entry titles if the players disturb other players' activities during the competition,
and if the Referee judge the players' participation is not at the players' own will.

3. Same code of conducts here mentioned are applied for Kids Class and Junior Class members.
